PERFORMANCE ASSESSMENT
In early 1999, Mayor Terence P. Reiley commissioned City Controller Thomas J. Campion, Jr. to conduct a thorough assessment of the operations of the City's police department. Mayor Reiley was honoring a campaign pledge to initiate programs which would make City departments accountable for their individual performances in the delivery of services to citizens. The evaluation was unprecedented in the history of the Bureau of Police since no one outside the department had ever before assessed its performance.
Controller Campion completed the assessment by following the standards set forth in the book Standards for Effective Government: A Workbook for Performance Assessment which was published by the Southwestern Pennsylvania Regional Planning Commission as a guideline to assist local governments in just such efforts. The completed assessment was presented to the City Council of Pottsville at its meeting on June 15, 1999.
The study addressed factors including adequacy of manpower, communications, record keeping, police equipment, distribution of personnel, and personnel selection and promotion. The Bureau of Police met or exceeded the measuring standards in all major areas of operation.
Mayor Reiley gave the Bureau of Police an A+ grade after reviewing the performance assessment with members of Pottsville City Council.
